It affects the old ones more than the new. Wood frames take on moisture and swell, which is why sashes bind and will not stay up. Vinyl does not absorb water, so that particular problem leaves with the old frame.
In most cases yes — replacement windows fit into the existing opening, so the interior casing stays where it is unless there is rot behind it. If the trim does need work, we tell you at the measure rather than after.
